How do you read the police decision to refer the findings of their investigations to a retired judge?

I'm referring to the police investigation into sexual assault allegations against Karmichael Hunt, Darius Boyd and Sam Thaiday involving a 24-year-old woman in a Fortitude Valley nightclub toilet last month.
Seems odd to me to me that they can't just come out and charge them or alternatively drop the case.
Seems to me that they either don't think there is sufficient evidence to charge but are afraid that people will say " oh, they're just getting off because they're Bronco's ", or alternatively that they do think there is sufficient evidence to charge, but are afraid that people will say, " oh, the only reason they're been charged is that their high profile footballers".
